JERUSALEM (VINnews) — Israel has received a commitment from the Peace Council to identify countries willing to accept Gaza residents seeking to study or receive medical treatment abroad, according to a document whose contents were published by Israel’s Kan 11 public broadcaster.

Although not explicitly stated, the commitment is seen as a compromise after earlier proposals for the broader relocation of Gazans, publicly discussed by the Trump administration, lost momentum amid strong opposition from Arab states.

According to the document, recently submitted to Israel by the Peace Council and the United States, Israel was asked to develop a travel program for Gazan students and facilitate the large-scale transfer of Gazan patients abroad for medical care.

The reported commitment by the Peace Council to secure host countries for those students and patients could provide a framework for what officials describe as voluntary relocation, though on a much smaller scale than Israel had initially sought.

Separately, a foreign official involved in negotiations with Hamas told Kan 11 that Egypt, Qatar and Turkey are pressing Hamas to sign the proposed agreement, which includes surrendering its weapons. According to the official, Egypt is applying the strongest pressure among the three mediators.
