NEW YORK (VINnews)-The captain of a boat that capsized near Liberty Island in New York Harbor, killing a woman and a 5-month-old girl, was arrested early Sunday and charged with reckless endangerment, police said.

Manuel Hernandez, 46, of Manhattan, was taken into custody around 2:30 a.m. Sunday and charged with 13 counts of reckless endangerment, according to the New York Police Department.

Police received a 911 call at about 10:25 p.m. Saturday reporting an overturned vessel near Liberty Island, home to the Statue of Liberty. The NYPD Harbor Unit, SCUBA Team and Aviation Unit responded.

Twelve people had already been pulled from the water by the time officers arrived. Divers later located a 27-year-old woman and a 5-month-old girl in the water. Both were taken to NYU Langone Hospital-Brooklyn in critical condition and later pronounced dead, police said. Their identities were being withheld pending family notification. Authorities have not confirmed whether the two victims were related.

A total of 14 people were aboard the vessel, police said. Twelve were rescued. Eleven of them were saved by the captain and crew of the first boat to reach the scene, a hot tub boat called See the City II, according to the company’s owner, Adam Schwartz.

The capsized vessel was a 22-foot bowrider, a common type of recreational powerboat, according to CNN affiliate WABC. The U.S. Coast Guard is investigating the cause of the incident.

Witnesses described a large emergency response involving helicopters, boats, ambulances, police and firefighters.
