NEW YORK (VINnews) – Federal authorities are investigating a U.K.-based nonprofit over a reported $100 million fund allegedly established to support anti-Israel activities, according to the New York Post.

The Department of Homeland Security is examining whether the organization, known as PFF, improperly funneled donor money to Al-Haq, a Palestinian group sanctioned by the United States. Investigators are also examining whether U.K. corporate entities were used to obscure cross-border financial transactions, the Post reported.

Sources identified Bassema Yousef, a New York-born Democratic donor and former Al Jazeera staffer, as a central figure in the organization. Yousef, who lives in London, has donated to campaigns supporting Rep. Rashida Tlaib, D-Mich., and is described by sources as an ally of New York City Mayor Zohran Mamdani.

The Post reported that Yousef is also close to Mamdani advisers Waleed Shahid and Zara Rahim. There is no indication that Mamdani is under investigation or that he was involved in establishing or operating PFF.

Sources told the Post that Yousef helped establish PFF with backing from Yasser Shahin, a Palestinian-Australian businessman and racecar driver, and Basil Qunibi, a Texas-based private equity executive.

British corporate filings reportedly document Shahin’s role in establishing PFF’s London entities. The organization also maintains a nonprofit in Delaware, according to the report.

Qunibi, CEO of Atom Investors and a board member of World Food Program USA, broadly denied the allegations through a representative. The Post reported that there is no suggestion Atom Investors is involved with PFF.

The organization also reportedly has ties to Husam Zomlot, the Palestinian ambassador to Britain. Sources alleged that Zomlot helped assemble some of the fund’s key players, though diplomatic rules would prevent him from formally serving on its board. Zomlot declined to answer questions from the Post.

PFF describes itself as a global foundation focused on justice, equality and freedom. Sources cited by the Post, however, allege that the organization seeks to influence international politics by financing anti-Israel messaging and legal efforts involving pro-Palestinian activists.

The reported investigation does not establish criminal wrongdoing. DHS declined to confirm or deny the existence of a specific investigation, and none of the individuals identified in the report has been charged with a crime.
