A Manchester Township man has admitted to multiple cocaine distribution offenses stemming from separate narcotics investigations conducted across Ocean County in 2025.

Ocean County Prosecutor Bradley D. Billhimer announced that Tariki Foster, 41, of Manchester, pleaded guilty on July 20 before Superior Court Judge Kenneth T. Palmer to three drug-related offenses: possession of five ounces or more of cocaine with intent to distribute in connection with a June 6, 2025 investigation in Manchester, distribution of cocaine related to a July 17, 2025 investigation in Toms River, and possession of more than one-half ounce but less than five ounces of cocaine with intent to distribute following a September 19, 2025 investigation in Toms River.

At sentencing, scheduled for September 4, 2026, prosecutors will seek concurrent prison terms of 18 years for the June 2025 offense, five years for the July 2025 offense, and 10 years for the September 2025 offense.

According to prosecutors, the first case resulted from a New Jersey State Police narcotics investigation in which detectives executed a court-authorized search warrant at a Toms River residence allegedly used by Foster to store and distribute cocaine. More than 10 ounces of cocaine were seized, and Foster was arrested without incident before later being released under New Jersey’s bail reform laws.

In a separate investigation on July 17, 2025, detectives with the Toms River Police Department observed Foster allegedly selling cocaine to two individuals in a white Jeep. A traffic stop of the vehicle led to the recovery of approximately 2.5 grams of cocaine. The occupants were arrested and charged, with their cases still pending. Investigators later arrested Foster at a Toms River convenience store. He was also released under bail reform.

A third, unrelated investigation by the Ocean County Prosecutor’s Office Narcotics Strike Force and partner agencies identified Foster and Joseph Broxmeyer, 58, of Jackson, as suspected distributors of cocaine and methamphetamine. On September 19, 2025, search warrants were executed at locations in Brick Township, Toms River, and Jackson, resulting in the seizure of cocaine, methamphetamine, MDMA, drug paraphernalia, and nearly $5,170 in cash. Foster was arrested in Toms River and has remained jailed since that date. Broxmeyer was also arrested, later released under bail reform, and the charges against him remain pending.

The Ocean County Prosecutor’s Office credited its Narcotics Strike Force, the DEA HIDTA Group 5, the New Jersey State Police, and multiple local law enforcement agencies for their joint efforts in the investigations that led to Foster’s guilty pleas.
