TERROR FINANCE CRACKDOWN: U.S. Sanctions Muslim Brotherhood And Hamas Networks

Jul 24, 2026·2 min read

The U.S. Treasury Department on Thursday imposed sanctions on a senior Egyptian Muslim Brotherhood official, three additional individuals, and three entities accused of providing financial support to Hamas and its military wing.

Treasury Secretary Scott Bessent said the Trump administration would continue targeting terrorists and their financial backers, including those operating through charities, businesses, and underground banking networks. The action was coordinated with the FBI, DEA, and Customs and Border Protection.

Among those sanctioned was Mahmoud al-Abyari, a senior Egyptian Muslim Brotherhood leader based in the United Kingdom. Treasury said al-Abyari helped raise money for organizations previously sanctioned over Hamas ties and worked with Muslim Brotherhood groups to provide financial assistance to Hamas.

The sanctions also targeted Indonesia-based Tujah Bulah Global, which operated under the name Seven Spikes Global, and the Gaza-based Madad Palestine Charitable Society. Treasury said both organizations were created as fronts to raise money for Hamas’s military wing, including funds presented as civilian aid that were knowingly diverted for military purposes.

Türkiye-based El-Kahira for General Trading and its owner, Khuldun Khamis Zakaria Alden, were also sanctioned for transferring hundreds of thousands of dollars for Hamas. Shareholders Zaid Issam Ahmed Al-Jebouri and Abdullah Issam Ahmad Al-Jebouri were designated for owning or controlling the company, which Treasury said provided underground banking services involving both traditional currency and cryptocurrency.

The sanctions block any property or financial interests belonging to the designated individuals and entities that are held in the United States or controlled by U.S. persons. U.S. persons are generally prohibited from conducting transactions involving them.
