An Israeli Arab ambulance driver was indicted at the Haifa District Court on Thursday on charges of spying for Iran after gathering intelligence on hospitals, missile impact sites, senior Israeli officials, and other sensitive locations during the war.

Following a joint investigation by the Shin Bet and the Israel Police’s Northern District Major Crimes Unit, the State Attorney’s Office filed an indictment against Amir Hisham Mohammad Titi, 34, of Bi’ina, charging him with assisting the enemy during wartime, delivering information with the intent to harm state security, and providing information for the benefit of the enemy.

According to the indictment, Titi worked as a paramedic and ambulance driver, giving him access to hospitals and medical information.

Beginning in October 2025, he carried out assignments and transferred sensitive information to “Tom,” with the full awareness that he was a foreign agent operating on behalf of Iran.

After the launch of Operation Rising Lion and the Iranian missile attacks on Israel, Titi was instructed to photograph missile impact sites so that Iran could assess weaknesses in Israel’s Iron Dome air defense system.

After informing his handler that he could not reach impact sites in southern Israel, he was instructed to gather information about hospitals instead. He subsequently sent numerous photos of the Rambam Medical Center and the Galilee Medical Center and also provided information about the number of patients and casualties, the evacuation of patients from Carmel Medical Center to Rambam Medical Center, and their transfer to an underground facility.

In one instance, while President Isaac Herzog and Finance Minister Betzalel Smotrich were visiting the Galilee Medical Center in Nahariya, Titi contacted his handler on his own initiative and reported their presence at the hospital in real time. To verify the report, he sent a photo showing the president and his entourage near the presidential vehicle.

Titi also traveled to Amikam, the moshav where former Defense Minister Yoav Gallant’s lives, and photographed houses, access roads, and a health clinic.

After an Iranian missile struck Bi’ina, he sent photos and video from the impact site and reported on the condition of the wounded. In another case, after being promised NIS 10,000 for a “special mission,” he provided the number of people killed and wounded in the war.

Titi also carried out surveillance missions, filmed participants at left-wing protests, and gathered information about security cameras and security arrangements at the Haifa Museum. He also concealed cash-filled envelopes at various locations in Karmiel, opened Instagram accounts according to his handler’s instructions, and printed and distributed protest signs reading “Stop the War.”

In May 2026, after asking to take on additional assignments, his handler offered him NIS 50,000 to locate and assault an individual. Titi agreed to carry out the mission, but it was never carried out.

According to the indictment, Titi received tens of thousands of shekels for the assignments through bank accounts belonging to family members. He converted cryptocurrency payments into cash through money changers in accordance with his handlers’ instructions.

Titi was arrested on June 29 during an undercover Border Police raid on his home.
