The Board of Peace on Friday released its roadmap for implementing President Donald Trump’s Gaza peace plan, outlining a phased, internationally supervised process that calls for the disarmament of Hamas and other armed groups, followed by a gradual Israeli military withdrawal from the Gaza Strip.

According to the framework, the disarmament process is intended to create the conditions for a political process leading to Palestinian self-determination and the eventual establishment of a Palestinian state.

The plan states that all parties have reaffirmed their commitment to President Trump’s peace initiative, which aims to end the cycle of violence, facilitate a full Israeli withdrawal from Gaza, restore civilian life, establish Palestinian self-governance, and promote reconstruction and economic recovery.

Under the proposal, Gaza would be governed by an independent civilian administration known as the National Gaza Administration Committee, which would assume full civilian and security responsibilities. Hamas and other Palestinian factions have reportedly agreed not to interfere in the committee’s work.

The roadmap also calls for the creation of a technocratic Palestinian government to oversee the territory. The IDF would complete a phased withdrawal according to an agreed timetable tied to progress in the disarmament process. The plan also states that no one would be forced to leave Gaza.

Reconstruction of the Strip would be carried out under the joint supervision of the Board of Peace and the new technocratic government, which would oversee financial management, resource allocation, and the restoration of public services.

Heavy weapons, military production sites, weapons stockpiles, tunnels, and armed militias would be dismantled under the agreement. According to the framework, the weapons would not be transferred to Israel or any non-Palestinian entity. Instead, only the new technocratic government would be authorized to possess and oversee arms at the conclusion of the process.

An International Stabilization Force (ISF) would deploy throughout Gaza to separate IDF forces from areas under the control of the new administration, secure humanitarian aid deliveries, and help train a new Palestinian police force.

The roadmap also establishes an oversight committee responsible for monitoring compliance by all parties throughout each phase of the agreement.
