Israel’s Ministry of Diaspora Affairs and Combating Antisemitism released a report on Monday alleging that nearly 20 U.S.-based anti-Israel organizations have raised more than $250 million in recent years, with some of the funds allegedly supporting incitement and organizations linked to terrorist groups.

According to the ministry, the report examines antisemitism, anti-Israel delegitimization campaigns, and alleged incitement to terrorism in the United States. It claims that charitable fundraising mechanisms were used to finance anti-Israel advocacy and that, in some cases, intermediary organizations allegedly transferred resources to individuals or groups with ties to terrorist organizations.

The report also alleges extensive coordination among the organizations through joint campaigns and advocacy efforts. It claims that some groups operating under the banners of civil society, human rights, or education have promoted extremist messaging, systematic delegitimization of Israel, and antisemitic incitement.

Following the report’s release, Diaspora Affairs and Combating Antisemitism Minister Amichai Chikli said he had sent letters to members of Congress and the U.S. Department of Justice urging them to investigate the organizations and take appropriate action.

“We will continue exposing the true face of seemingly innocent civil society organizations that, in reality, support terrorism and incitement against the State of Israel,” Chikli said.

Ministry Director General Avi Cohen-Scali also alleged that some of the organizations benefit from U.S. tax-exempt status despite engaging in activities that he said violate those restrictions by advancing political agendas and incitement.

The ministry said its findings are based on publicly available records, regulatory filings, and legal documents, adding that it intends to continue investigating alleged links between civilian organizations and individuals or entities involved in incitement, terrorism, or other unlawful activity.
