Following recent uncertainty surrounding New York's Social Care Networks (SCN) program, officials are emphasizing that the program remains fully operational, despite significant changes to how food vouchers are administered.

According to new information obtained, there has been no interruption to SCN services. Grocery vouchers, medically tailored meals, pantry boxes, and grocery boxes continue to be available for eligible participants.

The most significant recent change is that SIPPS has selected only four organizations, out of more than 140 participating agencies, to continue providing SCN grocery vouchers. Officials said the decision was based on compliance with New York State Department of Health guidelines and confirmed that no additional voucher providers will be approved.

SPARKS is one of the four selected providers. The organization says its voucher program has continued without interruption, with clients continuing to receive benefits on their regular schedule. SPARKS also noted that its grocery network has expanded to 25 participating locations, with additional stores expected to join.

Another policy change affects PPS clients. Going forward, only individuals who independently qualify will be eligible for enhanced services. Household members will no longer automatically qualify through another eligible family member. Existing clients will continue receiving services until their scheduled renewal.

Individuals currently receiving SCN food vouchers through agencies that are no longer authorized to provide them can ask their Care Navigator or agency to submit a referral to SPARKS PPD. According to the organization, eligible participants can typically be enrolled in the SPARKS voucher network within a few days of the referral.

SPARKS also continues to conduct new eligibility screenings for Medicaid members residing in qualifying ZIP codes.
