The Quebec government has revoked the operating licenses of three Belz educational institutions in Montreal: a kindergarten, Talmud Torah, and yeshiva ketana, serving approximately 600 students, shortly before the start of Elul zman.

Authorities said the decision followed a series of educational and safety deficiencies identified during inspections. Among the issues cited were a shortage of qualified teachers who speak English or French, failure to meet required instructional hours in mandatory subjects, use of unapproved educational materials and deficiencies involving emergency exits.

Surprise inspections also reportedly found students spending school hours in areas used for davening, classrooms without teachers and staff members who spoke neither French nor English. The girls’ educational institutions are continuing to operate normally but remain under supervision.

The institutions reject the allegations and have sought an injunction from Quebec’s administrative court, arguing that the decision was based on “incorrect factual assumptions, inconsistent analysis and a disproportionate measure.”
