Up to $400 million in debts owed by Hamas could be covered as part of the 15-point agreement reached between the terror organization, the Board of Peace and the mediating countries, Kan News reported Tuesday evening.

The provision appears in Clause 5 of the agreement and is written broadly. Under the framework, funds would be directed to suppliers and contract holders. A Board of Peace official confirmed the arrangement, explaining that payments would go to public-sector employees “who were not paid, or to suppliers and contractors who provided services to the population and are still owed the money.”

The Board of Peace stressed that every claim for payment would be examined individually and that the commitment does not extend to covering “Hamas corruption, other financial mismanagement connected to its rule in Gaza, or anything related to the organization’s record of terrorism and repression.”

Separately, Kan News reported last week that the Board of Peace is developing a program under which people in Gaza who surrender their weapons and commit to abandoning terrorism would receive payments. The proposal, which is still being formulated, would offer a weapons “buyback” to those prepared to give up their arms, renounce violence and agree to future supervision.

Current estimates cited by Kan indicate that surrendering weapons could result in payments of thousands of dollars, along with inclusion in a rehabilitation program that is also being developed.

Both President Donald Trump’s 20-point framework and the 15-point document agreed with Hamas address the possession of weapons in accordance with Palestinian law. Under that law, all weapons, including handguns, must be licensed. The proposed collection effort is aimed primarily at Kalashnikov rifles.

The Board of Peace expects the weapons-collection initiative to receive international financial backing, particularly from Gulf states.
