Key elements of the 15-point plan intended to shape the “day after” in Gaza remain far from implementation, even as the IDF has ceased attacks and begun withdrawing to the original Yellow Line. The proposed multinational force, reconstruction efforts in Rafah and the establishment of a technocratic committee are all facing significant delays, Channel 12 reports.

The multinational force is not expected to begin deploying in Gaza before October, with a real possibility that its arrival will be pushed off until after Israel’s elections. Israeli officials believe assembling the force itself remains one of the main obstacles facing the Board of Peace’s plan and do not expect it to deploy in the near future.

The proposed “Green Rafah” project, intended to become a central component of the plan in territory under IDF control behind the Yellow Line, is similarly months away from becoming a reality. The United Arab Emirates is advancing plans for a new neighborhood in eastern Rafah and recently received approval to begin preparing the site and its infrastructure.

That work, however, is expected to take approximately six months. Officials currently estimate that temporary housing units and caravans will not begin being placed at the site before November 2026, after the elections.

The civilian governing component is also stalled. Current assessments indicate that the proposed technocratic committee is not expected to enter Gaza anytime soon, further delaying implementation of the postwar framework.

Meanwhile, Palestinian Authority official Mohammed Dahlan is involved behind the scenes, leading a major humanitarian aid initiative and advancing UAE-backed reconstruction efforts in Gaza while also seeking to strengthen his own political support base.
