HORMUZ OFFER: U.S. Proposes Unfreezing Iranian Funds In Exchange For Free Passage Through Strait
The United States has presented Iran with a new proposal that would provide Tehran with gradual access to frozen Iranian funds and partial sanctions relief in exchange for reopening the Strait of Hormuz to unrestricted commercial shipping without transit fees, according to a report Wednesday.
Diplomatic sources cited by the UAE-based Erem News said the proposal is being conveyed to Tehran through Pakistan as mediators seek a breakthrough in negotiations over the strategic waterway.
Under the reported framework, the arrangement would be renewed on a monthly basis and conditioned on Iran maintaining full freedom of navigation through the Strait without imposing fees or other restrictions on vessels.
In return, Washington would authorize the release of an agreed-upon portion of Iranian assets frozen abroad each month, according to a timetable that remains under negotiation.
The proposal is aimed at bridging two major sticking points in the talks: Washington’s demand that Iran abandon any attempt to charge ships for passage through the Strait, and Tehran’s demand that the United States end its naval blockade of Iranian ports.
Diplomatic sources described the proposal as a temporary arrangement rather than a comprehensive agreement. It is reportedly separate from parallel negotiations between Iran and Oman aimed at reaching a broader settlement.
The reported offer comes as commercial shipping through the Strait remains severely depressed amid continuing tensions.
Shipping data showed that only eight vessels were observed transiting the Strait on Tuesday, down from an average of approximately 12 per day over the previous 10 days. It marked the lowest daily level of vessel traffic since August 5.
The Strait of Hormuz remains at the center of negotiations between Washington and Tehran, with the Trump administration demanding unrestricted passage for international shipping while Iran has sought sanctions relief, access to frozen assets and an end to the U.S. blockade.
