Nickolay Mladenov, Director-General of the Board of Peace, announced that Hamas agreed to surrender its weapons and transfer the security and civilian authorities under its control to a transitional Palestinian administration, as part of the roadmap tied to President Trump’s Gaza peace plan.

Under the framework, Hamas would hand civilian governance and security functions to the National Committee for the Administration of Gaza (NCAG) — a transitional body established under UN Security Council Resolution 2803 and overseen by the Board of Peace. The plan calls for phased disarmament of Hamas and other armed factions, verified by an International Verification Committee, alongside a phased Israeli military withdrawal.

Addressing the UN Security Council, Mladenov said: “For the first time, Hamas and the armed factions in Gaza have agreed to hand over their weapons and to transfer full governing authority—civilian and security—to a transitional administration recognized by the United Nations. We now have the opportunity to dramatically improve life in a sustainable way for Palestinians in Gaza; to provide durable security for Israelis; and to move from a conflict that has destabilized the region to an environment that offers peace, prosperity and economic opportunity for the entire Middle East.”

In an earlier post on X announcing the agreement, Mladenov wrote: “Today, agreement has been reached on the decommissioning of weapons and civilian transition in Gaza. It took months of very difficult negotiations to get here. There were several points when I did not believe we would make it.”

A Hamas negotiator, Ghazi Hamad, said the group would not implement any step of the deal unless Israel first fulfills its own obligations under the agreement.

Analysis: Implementation has stalled in the weeks since the announcement. Israeli officials have raised concerns over how “heavy” versus “light” weapons are defined for disarmament purposes — with reports indicating Hamas considers Kalashnikov rifles “light weapons” not subject to surrender under the current terms. Prime Minister Netanyahu has voiced frustration with the Board of Peace’s handling of the process, and reconstruction and Israeli troop withdrawal remain on hold pending further progress.
