Plans to potentially restore passenger rail service along Rockland County’s West Shore corridor have received another boost, with the proposal included in the final draft of Envision Rockland, the county’s new Comprehensive Plan.

The plan calls on the county to “continue to support the concept of restoring passenger rail service on the West Shore Line,” placing the long-discussed proposal among Rockland County’s long-term transportation considerations.

The development follows Cornwall’s adoption of its own Comprehensive Plan and comes amid continued regional interest in exploring the feasibility of bringing passenger service back to the West Shore rail corridor.

The public comment period for Envision Rockland has concluded, along with the final public hearing held on August 4. The county is now expected to move toward formal adoption of the Comprehensive Plan.

Once adopted, the plan will serve as a long-term framework guiding Rockland County’s priorities, planning, and future investments.

Supporters of West Shore passenger rail say its inclusion represents another step toward building broader institutional support for studying the proposal. Rockland County has previously expressed support for examining passenger rail service along the corridor, while municipalities and other local entities have also taken action supporting further study.

No passenger service has been approved or scheduled as part of the plan. Rather, the Comprehensive Plan recommends continued county support for the concept as discussions over the corridor’s transportation potential continue.
