AUDIT: Maryland failed to collect $800+ million in unpaid tolls A new audit from the Office of Legislative Audits has found that the Maryland Transportation Authority failed to collect over $818 million in unpaid tolls and penalties from out-of-state motorists. The audit found that Maryland could have entered into enforcement agreements with other states, hired a private collection agency or sought approval to refer the debt to Maryland’s Central Collection Unit - but failed to do so. The uncollected total spanned 5 years, from 2020 - 2025, with most outstanding debt over one year old. The audit comes at a time when the MTA is seeing rising construction and operating costs, and at a time when the state is estimating a structural budget gap of about $3 billion in the coming fiscal year.
