Howard County Man Convicted After Attempting to Join ISIS and Targeting Jewish Sites The FBI has revealed that Howard County resident Michael “Teekaye” Junior searched online for Jewish individuals and institutions to target in Columbia while attempting to obtain guidance and support from ISIS operatives. Junior was arrested at BWI Airport in 2024 while attempting to leave the United States to join a terrorist organization in Africa. Investigators said he had become radicalized online, practiced shooting an assault rifle and attempted to purchase another firearm. Despite earlier intervention efforts by the FBI and participation in a deradicalization program, authorities said he continued pursuing extremist activity. He has since been convicted and will remain under lifetime federal supervision following his release from prison. The FBI emphasized that there was no immediate threat to anyone in Maryland during its investigation.

Two cyclists killed in recent Baltimore County crashes, including a 13-year old A 13-year old boy and 68-year old man were killed while cycling recently in Baltimore County. 13-year old Caden Morgan passed away Tuesday from his injuries after being hit by a car near Liberty Rd on Aug. 28. In a separate crash, 68-year-old James Bandoch was struck and killed by a dump truck on Tuesday in Perry Hall. There have been at least 35 fatal crashes in Baltimore County this year, including about a dozen involving pedestrians or cyclists.

Maryland releases its own 2026-2027 vaccine guidelines The Maryland Department of Health released its 2026-27 vaccine schedules and recommendations, which state health officials say aligns with the latest evidence and guidance from leading medical associations. Insurers are required to cover vaccinations recommended under the new guidelines without out-of-pocket costs, and pharmacists can administer recommended vaccines to anyone 3 and older without a prescription. These new Maryland guidelines come a month after President Trump signed an executive order calling for fewer vaccinations and a reduction of the number of routine shots children get from 18 to 11. The Maryland guidelines do not follow President Trump's recommendations.

Baltimore advances bill to padlock smoke-shops selling illegal cannabis products A bill is advancing in the Baltimore City Council to give police the authority to padlock smoke shops caught selling illegal cannabis products. A June raid on city smoke-shops seized over 73 pounds of illegal cannabis products. Currently, these smoke-shops simply re-open their business under new ownership when cited. Under the new bill, which could be voted on next week, the police would be able to close an offending smoke-shop for up to a year at a time.

Federal Judge allows guns at Silver Spring Shul over Rosh Hashanah A Federal Judge issued a preliminary injunction last week, blocking Montgomery County from enforcing a ban on guns in public spaces, including Shuls. Maryland Agencies Told to Prepare for Potential 10% Budget Cuts Maryland state agencies are being told to prepare for significant spending restraint, including a scenario that would cut budgets by 10%, as the state faces multibillion-dollar deficits in the coming years. According to Maryland Matters, state agencies have been asked to submit leaner budget proposals as Gov. Wes Moore’s administration begins preparing the next state budget. Agencies are also being asked to show what a 10% reduction would look like. The 10% figure is currently a planning exercise and does not mean across-the-board cuts have been approved. However, the request highlights the growing pressure on Maryland’s finances as rising spending commitments, slower revenue growth and weaker-than-expected collections weigh on the state budget. Maryland roads continue to deteriorate as funding lags behind maintenance needs Maryland’s latest transportation plan earmarks $193.8 million for pavement resurfacing and rehabilitation in fiscal 2027, which is less than half the roughly $400 million a year Maryland likely needs for it’s roads to reach a state of good repair. Current estimates show 13% of roads will be in poor condition by 2028, a jump from 10% in 2024. The longer Maryland waits to properly maintain its roads, the more expensive it will get. A recent report found every $1 spent on pavement preservation while pavement is in fair or better condition can result in $6 - $12 in maintenance savings down the line.

Maryland Senator Told Police His Driver Parked SUV; Video Shows Otherwise Newly released footage is raising questions about Maryland Sen. C. Anthony Muse’s account of an August incident in Annapolis. Muse told police his driver had parked his Land Rover partly on a sidewalk and against a tree. Surveillance video, however, shows Muse behind the wheel before exiting the SUV and walking away alone. Dispatch recordings also show parking enforcement took Muse’s keys after questioning whether he should drive. Muse said he had consumed one drink and did not undergo sobriety testing. Another driver ultimately removed the SUV from the scene.

Baltimore Proposes New Department to Handle Mental Health and Nonviolent 911 Calls Baltimore City leaders are proposing a major change to how the city responds to certain 911 calls, with the goal of relying less on police for situations that do not require law enforcement. Mayor Brandon Scott and City Council President Zeke Cohen announced plans for a new Department of Neighborhood Safety, which would operate alongside police, fire and EMS. Trained responders, including behavioral health professionals, could be dispatched to certain mental health crises, welfare checks, public intoxication, trespassing complaints and other nonviolent situations. Scott said Baltimore receives roughly 22,000 nonviolent emergency calls each year that could potentially be handled without a police response. The idea is to get people the appropriate help while freeing police officers to focus on crime and emergencies where law enforcement is actually needed. The proposal still requires legislative approval.

Baltimore Police Accountability Board Member Sues Mayor Scott Over Removal Policy A member of Baltimore’s Police Accountability Board has sued Mayor Brandon Scott’s administration, challenging a policy that could allow the mayor to replace most of the board’s members at once. Jesmond Riggins filed the lawsuit in Baltimore City Circuit Court after members were told they would need to reapply for their seats because their terms expired with the end of Scott’s first mayoral term. The administration maintains the appointments are tied to the mayor’s term in office. Riggins, who was appointed to a four-year term in February 2023, argues that because the Police Accountability Board was established under state law, its members cannot simply be replaced when a mayoral term ends. He is asking a judge to temporarily block the removal of current members while the court determines how the law applies. The Police Accountability Board was created following Maryland’s 2021 police accountability legislation and is responsible for reviewing civilian complaints, identifying misconduct trends and making policing policy recommendations. Scott’s administration said it would reserve its comments for the court proceedings.

Maryland EBT Recipients Must Activate New Cards by Sept. 30 Maryland is issuing replacement EBT cards to SNAP and other benefit recipients. Current cardholders should receive the new cards by mail and must activate them by Sept. 30, when older cards are expected to stop working. Recipients should follow the activation instructions included with the new card, create or confirm their PIN, and make sure their mailing address on file with the state is up to date. If you use Maryland EBT, do not set the new card aside — activate it before the deadline to avoid an interruption in benefits.

Mayor Scott Signals Continued Legal Fight Over Inspector General’s Access to City Records Baltimore Mayor Brandon Scott says the city will consider its legal options after a Circuit Court judge indicated she will order the city to restore Inspector General Isabel Mercedes Cumming’s access to city databases and records. Scott maintains that the Inspector General previously abused her access and improperly accessed privileged information. Judge Pamela White pushed back on the city’s arguments, saying the Inspector General needs access to records to independently investigate potential fraud, waste and abuse. The Appellate Court of Maryland also denied the city’s request earlier this week to delay the case. Scott said the city will review the judge’s forthcoming written order and “explore all options.”

Baltimore Making Progress on Vacant Homes as 5 Neighborhoods Lead the Way Baltimore City is making progress in its effort to tackle thousands of vacant homes, with about 1,800 properties reclaimed so far as part of a plan to revitalize 5,000 vacant properties by July 2029. The five neighborhoods with the largest reductions since July 2024 are: 1. Broadway East — 99 fewer vacant homes 2. Coldstream-Homestead-Montebello — 81 fewer 3. Sandtown-Winchester — 80 fewer 4. East Baltimore Midway — 69 fewer 5. Harlem Park — 62 fewer The city started with roughly 16,000 vacant properties and is tracking renovations and properties returned to productive use as the initiative continues.

In a lengthy message to customers, owner Ami said orders have fallen approximately 30% over the past two to three years, while catering business has nearly disappeared and food, labor and other operating costs have continued to rise. Minivan Stolen From Olympia Avenue, Recovered Using SmartTag0 A Baltimore Scoop follower reported that their minivan was stolen overnight from Olympia Avenue, between Park Heights Avenue and Wallis Avenue. According to the owner, a Samsung SmartTag showed the vehicle at approximately 2 a.m. in the parking lot of Fallstaff Road, across from the public school. The family located the minivan and recovered it using a spare key. B"H, the vehicle was not damaged and there were no signs of forced entry. The owners believe the keys may have been stolen from their house or accidentally been left inside the vehicle. Police responded and took a report.

Man Reportedly Brandished Gun at 15-Year-Old Near Greenspring and Smith Police are investigating a report of a weapons incident in the Greenspring Avenue and Smith Avenue area. According to police radio traffic, a caller reported that his 15-year-old son said a man had pulled a gun on him approximately 45 minutes earlier. Police were requested to respond to the area near Lightfoot Drive and Pimlico Road. The suspect was described over police radio as a Black male, approximately 30 to 40 years old, wearing a black hoodie and braids. Surveillance Footage Shows Suspect Checking Cars Before Stealing Minivan From Olympia Avenue A Baltimore Scoop follower reported that their minivan was stolen Thursday night from the 3600 block of Olympia Avenue, between Park Heights Avenue and Wallis Avenue. Surveillance footage obtained by Baltimore Scoop shows a suspect rummaging through one vehicle before moving to the minivan parked in front of it. The suspect can then be seen entering the minivan and driving away. The family now believes the suspect may have first broken into their home and stolen a set of car keys before going outside and trying the vehicles until finding the one matching the keys. According to the owner, a Samsung SmartTag showed the stolen minivan at approximately 2 a.m. in the parking lot of 3607 Fallstaff Road, across from the public school. The family located the vehicle and was able to recover it using a spare key. B"H, the minivan was recovered without damage. The missing set of keys has not been located.

Baltimore City Hall Ordered To Restore Inspector General Access Within 2 Business Days A Baltimore City judge has ordered Mayor Brandon Scott’s administration to restore the Office of Inspector General’s access to City systems within two business days and complete production of outstanding subpoenaed records within 45 days. Senior Judge Pamela White wrote that the case detailed “a developing pattern by the City to delay, diffuse, and deny OIG subpoenas to City offices and employees.” The order also requires the City to begin producing records responsive to OIG subpoenas within five days. Judge White ruled that the City cannot take actions that “impede, inhibit, or restrict” the OIG from carrying out its investigative responsibilities. The ruling follows months of litigation between City Hall and Inspector General Isabel Cumming over her office’s access to City records and systems.
