UPDATE: 12-Year-Old Was Driving Stolen Kia In Fatal Northwest Baltimore Crash Baltimore Police now say a 12-year-old boy was behind the wheel of the stolen Kia that struck and killed 69-year-old motorcyclist Barry Wright in Northwest Baltimore last week. Despite the fatal crash, the 12-year-old will not face criminal charges. Under Maryland law, children under 13 generally cannot be charged in cases like this because vehicular manslaughter is not classified as a crime of violence. Instead, police filed a Child in Need of Supervision (CINS) referral, which could result in court-ordered supervision, counseling or other intervention. A 15-year-old girl who police say was a passenger in the stolen Kia has been charged with motor vehicle theft. The Sept. 30 crash killed Wright, 69, after the stolen Kia collided with his motorcycle. As Baltimore Scoop previously reported, the Kia involved in the crash had been stolen from within our community.
