Byron Donalds Calls David Jolly A Fraud Over Insurance Plan And Debate Refusal Congressman Byron Donalds is calling his opponent David Jolly a fraud, saying the Democrat’s plan for a state takeover of Florida’s insurance market would make life more expensive for homeowners. In a new post, Donalds said Jolly refused to debate because he cannot defend his “failed left wing policies,” specifically the proposal to pull hurricane and wind risk out of private insurers and into a state-run catastrophic fund. Jolly has declined debates with Donalds, calling them unconstructive. It would be the first gubernatorial election in 50 years without one. Donalds has repeatedly labeled the plan socialism that shifts risk onto taxpayers. He says it could lead to large assessments on households (critics have pointed to roughly $1,000 a year in some scenarios) while undoing progress from recent tort reforms that brought private insurers back to Florida. Jolly argues the opposite: moving hurricane risk into one state fund (funded partly by stopping insurers from shifting profits out of state and using existing reserves) would cut premiums 60-70% because wind risk currently drives most of the cost. Florida already has some of the highest home insurance rates in the country. The race is between Trump-endorsed Donalds and Jolly, a former Republican now running as a Democrat. Insurance costs remain one of the biggest day-to-day issues for families across the state.
