Haverstraw Police have arrested a Bronx man following an investigation into more than two dozen complaints involving a shipping company accused of defrauding customers attempting to ship items internationally from the Village of Haverstraw.

The investigation began in June 2026 after the Rockland County Consumer Protection Department received numerous complaints regarding a business identified as “Rockland Shipping.” Working with Consumer Protection, several individuals who said they were victims came forward to the Haverstraw Police Department, filed police reports and assisted detectives with the investigation.

Police subsequently identified the owner and point of contact for the business as 48-year-old Julio Fermin Germosen of the Bronx.

On Friday, August 14, Haverstraw Police, working in coordination with the NYPD, responded to Germosen’s Bronx residence, where he was taken into custody without incident and transported for processing.

Germosen was charged with Scheme to Defraud in the First Degree involving 10 or more victims. He was later released on an appearance ticket and is scheduled to appear in Village of Haverstraw Justice Court at a later date.

Police said the investigation remains ongoing and additional charges are possible. Anyone who believes they may have been a victim in connection with Rockland Shipping is urged to contact the Haverstraw Police Department Detective Bureau.

Haverstraw Police thanked the Rockland County Consumer Protection Department and the NYPD for their assistance throughout the investigation.
