The State Attorney’s Office filed an indictment Sunday with the Haifa District Juvenile Court against two minors, aged 14 and 16, from Kiryat Motzkin, for carrying out tasks in exchange for payment from a foreign agent operating on behalf of Iran.

According to the indictment, the two continued some of their activities even after they suspected, and later knew, that they were dealing with an agent operating on behalf of Iran.

The indictment states that the contact began in June 2026, when one of the minors searched for work through a Telegram group. A person who introduced himself as “Daniel" contacted him and offered to pay him to carry out various tasks.

Police said that at the beginning of the relationship, the minor was asked to perform tasks that appeared innocent, including distributing flyers, and was later required to identify himself through photographs. The minor subsequently brought his friend into the operation, and the two cooperated in carrying out some of the tasks.

According to the indictment, one of the minors was sent to photograph various locations in Israel, including shopping malls in the Herzliya and Tel Aviv areas. During one of the assignments, he also provided the agent with information about the number of entrances and exits at a mall and the number of security guards there.

After one of the photography assignments, the minor deleted the videos he had sent to the agent because he feared they would be used to carry out a terrorist attack. Despite this, according to the indictment, his contact with the agent continued.

The two minors are also accused of jointly spraying graffiti in the Kiryat Motzkin area and sending documentation of the graffiti to the agent. At one point, one of them asked the agent whether he was Iranian. The agent replied that he was connected to Iran, but contact continued even after that.

According to prosecutors, the two later attempted to expand their activities. One of the minors used his friend’s Telegram account and posed as a soldier in IDF Unit 8200 in an effort to receive additional assignments.

Following the agent’s request to recruit additional people, one of the minors worked to establish a Telegram channel and asked his friend to add minors who would be willing to carry out “high-risk" assignments. The two received payments totaling hundreds of shekels for their activities, including through cryptocurrency.

Police said the covert investigation was conducted by the Asher District Central Unit, in cooperation with the “Barak" unit of Lahav 433 and security officials. The investigation began with the arrest of one of the minors at Ben Gurion Airport upon his arrival in Israel, on suspicion of espionage and contact with a foreign agent.

The indictment charges one of the minors with contact with a foreign agent, three counts of providing information for the benefit of the enemy, and one count of defacing property. The second minor is charged with assisting contact with a foreign agent and defacing property.

Police said they would act “against any attempt by enemy states and hostile elements to recruit Israeli citizens, particularly minors, while exploiting them to harm state security."

Police also called on parents to remain vigilant regarding their children’s activities on social media and to report any unusual or suspicious approaches.
