Clarkstown’s Fiscal Stress Score Improves by More Than 14 Points, State Comptroller Reports

The Town of Clarkstown announced that its fiscal stress score has improved significantly under the New York State Comptroller’s Fiscal Stress Monitoring System, dropping from 26.7 in 2024 to 14.2 in 2025.

Supervisor George Hoehmann and the Town Board said the improvement continues years of progress in strengthening the town’s finances. When Hoehmann first took office, Clarkstown was among the municipalities placed on the State Comptroller’s fiscal stress watch list.

Town officials attributed the improved financial standing to measures including capping property taxes, securing tens of millions of dollars in grant funding for major projects, retiring or refinancing outstanding bond debt, increasing financial reserves and making the town’s budget process more transparent. Clarkstown also maintains the highest bond rating of any town in Rockland County.

“When I first took office, Clarkstown was facing serious financial challenges and was on the State Comptroller’s fiscal watch list,” Hoehmann said on behalf of the Town Board. “Since then, we have worked to turn that around, and this year’s improved fiscal stress score is another sign of the progress we have made as we remain committed to keeping Clarkstown financially strong.”
