NEW RESTRICTIONS: Israel Blocks Draft-Eligible Chareidim Without Military Clearance From Government Jobs
Israel’s Civil Service Commission has instructed government ministries to strictly enforce regulations barring individuals who have not resolved their military conscription status from obtaining government employment, in the latest measure affecting Chareidi men amid the ongoing battle over the drafting of yeshiva bochurim.
According to a report published Thursday by Channel 12 News, the commission distributed a directive this week clarifying that candidates legally required to enlist in the IDF cannot be hired for civil service positions unless their military status has been properly arranged.
The directive follows instructions issued by Attorney General Gali Baharav-Miara concerning sanctions against Chareidi draft evaders and comes after existing civil service regulations on the matter were reportedly not consistently enforced.
The letter was signed by Nissim Mizrahi, a senior Civil Service Commission official responsible for government ministries and auxiliary units and head of the commission’s senior personnel administration.
It was distributed to human resources directors across government ministries, including those overseeing the health, defense, and foreign affairs sectors.
Mizrahi emphasized that the directive does not introduce a new employment restriction but instead requires strict enforcement of an existing regulation.
“This is not a change to the Civil Service Regulations or the creation of a new condition,” he wrote, describing the measure as “enforcement and clarification of an existing provision.”
Under the updated enforcement procedures, the government’s computerized recruitment system will automatically cross-reference applicants’ military status with IDF records.
Candidates who have not regularized their status with the military will be prevented from completing the hiring process.
“From now on, the recruitment system will permit completion of the hiring process only for candidates who have regularized their status with the IDF,” the directive states.
Applicants will also be informed when submitting their applications that employment is conditional upon resolving any outstanding military service requirements.
If a candidate is selected for a government position but has not properly arranged his military status, he will be summoned to a written hearing and given five days to resolve the matter or submit documentation establishing his eligibility.
Failure to meet that deadline could result in the cancellation of the job offer.
The measure is expected to affect Chareidi men whose military deferments are no longer recognized under current conscription arrangements, potentially preventing them from securing employment in government ministries and other public-sector positions covered by civil service regulations.
