Clarkstown Launches Online Road Grading Report, Allowing Residents to Check Paving Priorities

Oct 20, 2026·2 min read

Town Supervisor George Hoehmann and the Town Board have announced the launch of a new online road grading report, allowing residents to check the condition and ranking of roads throughout the town and see how future paving priorities are determined.

The new system, available at clarkstown.gov/paving, allows residents to look up any town road and view its condition assessment on a scale of 1 to 5, with 1 representing the best condition.

The initiative is part of a partnership between Clarkstown and Pavement Management Group (PMG), a road infrastructure management company that used high-definition video technology to survey every roadway in the town. The footage was analyzed using specialized software to produce objective road condition assessments and help develop a comprehensive paving plan.

The grading system is based on a methodology originally developed by the U.S. Army Corps of Engineers and later standardized by ASTM International. Similar systems are used by municipalities, state governments, and airports nationwide.

Supervisor Hoehmann said the new program will provide greater transparency and accountability in how road maintenance decisions are made.

“The days of ‘paving patronage’ are over,” Hoehmann said. “Residents will now be able to see exactly where their road ranks as compared to others.”

Town officials also announced that they are reviewing additional financial oversight measures to ensure highway funds are spent efficiently and appropriately. The road assessments, together with budget forecasts prepared by PMG, will help guide future paving investments.

Residents can view the road grading report and check their street’s ranking by visiting clarkstown.gov/paving.
