PROBE WIDENS: Police Examine Suspected Lapses And Conflicts Of Interest In Foreign Airline Security

Nov 3, 2026·2 min read

Israeli police are expanding an investigation into security arrangements for foreign airlines, with senior Transportation Ministry officials and others involved in aviation security expected to provide testimony.

According to a Channel 12 report, investigators are examining how the security system operated over the years and whether failures occurred in its oversight and implementation.

The case, described in the report as involving Flydubai security arrangements, includes suspicions of work performed without proper authorization and a possible conflict of interest involving an aviation security official.

Avri Cohen is expected to be questioned on suspicion that he served as a security officer at the Israel Airports Authority without the appropriate authorization.

Separately, Dvir Rubinstein, director of the aviation security operations center, is expected to be questioned over a suspected conflict of interest.

Investigators are examining Rubinstein’s relationships with foreign airlines and his private activities involving those companies. They are also looking into whether those dealings affected his official responsibilities or his ability to oversee flight security.

The expanding inquiry is expected to include testimony from additional officials as police seek to establish how the arrangements were managed and who bore responsibility for the suspected deficiencies.

The allegations remain under investigation.
