Catalfamo remains in critical but stable condition at Shock Trauma after being shot Sunday in the 900 block of Milford Mill Road. A second victim who was also struck by gunfire is recovering from a non-life-threatening gunshot wound. The suspect remains hospitalized in stable condition, and police say his name will be released once criminal charges are filed. Schleifer Votes No on Property Tax Cap Increase Baltimore City Councilman Isaac "Yitzy" Schleifer voted against legislation that would increase the city's Homestead Property Tax Cap from 4% to 5%. Schleifer argued that raising the cap could expose thousands of homeowners to larger property tax increases in the coming years, particularly longtime residents and seniors who have lived in their homes for decades. While he successfully pushed to reduce the proposal from an original 6% cap to 5%, Schleifer also introduced an amendment that would have automatically ended the higher cap after four years unless a future City Council voted to extend it. That amendment did not move forward. The administration has argued that future property tax reductions planned over the next decade will offset the impact of the higher cap. ONE PENNY LESS: Baltimore City Council Advances Property Tax Cut For the first time in years, Baltimore property taxes appear to be heading down. The City Council has given preliminary approval to a proposal that would reduce the property tax rate by 1 cent per $100 of assessed value. Supporters describe the move as meaningful tax relief for homeowners. Not everyone agrees. Councilman Isaac Yitzy Schleifer voted against the measure, arguing that responsible tax relief should come from reducing government spending and finding efficiencies rather than shifting costs elsewhere. "This is not responsible tax reduction. Responsible tax reduction is finding savings and finding ways to be more efficient within government to reduce taxes," Schleifer said. University of Maryland St. Joseph Medical Center has named Robin Luxon as its new president Luxon has served as interim president since November and brings more than two decades of experience within the University of Maryland Medical System. She previously served as Senior Vice President of Strategy and Clinical Integration at St. Joseph. Her appointment comes as the Towson-based hospital moves forward with a major $110 million outpatient center expansion project, expected to be completed by 2028. The 112,000-square-foot facility is designed to help meet growing demand for outpatient services in the region. According to UMMS, Luxon will focus on patient safety, expanding access to specialty care, and strengthening integration across the health system. Two Foxes in Roland Park Test Positive for Rabies Baltimore health officials announced yesterday that two foxes found in the Roland Park neighborhood tested positive for rabies. One of the foxes had human exposure. Both foxes were found on streets bordering Stoney Run Park. SHOOTOUT ON PIKESVILLE TRAIL: Man Charged with Attempted Murder after the Shooting of a Baltimore County Police Officer 38-year-old Shaka Kamara has been charged with attempted murder after shooting an officer on the Gwynn Falls Trail on Sunday. Police were called to the scene after receiving a call that Kamara was exposing himself on the trail. When officers approached, Kamara shot officer P. Catalfamo. Officers returned fire, and Kamara fled down the trail, where he robbed a man and a woman on the trail of their firearm, before shooting at another officer. Message to the Admin: A notice to the Community The following was sent by a Baltimore Scoop follower I gave a ride earlier this morning to someone who I believe may be a Christian missionary. I first noticed him outside Agudah of Park Heights around 7:45 AM. He looked frum, but something seemed off. As soon as he got into the car, he started talking about learning and about being happy on "Nittel" (December 25). At one point I told him, "You sound like a missionary." He didn't deny it, but he also didn't confirm it. Description: Tall male, approximately in his 50s or 60s, trimmed gray beard, wearing a jacket, no hat. How Goldberg's Bagels Changed a Life The following was written by Rabbi Shraga Freedman of Living Kiddush Hashem When Rabbi Chaim Tropp, a menahel in Cincinnati, heard that the city's first Rita's Italian Ice had opened, he decided to visit with his family. As they entered the store, Rabbi Tropp and his family met the owner, an African American woman in her forties who greeted them warmly and professionally. Wanting to verify that the store was indeed kosher certified, they respectfully asked to see the certification. "It's right over here," she said proudly. "We're very happy to be certified. We very much want to accommodate the Jewish community." Curious about her enthusiasm, Rabbi Tropp asked what made the certification so meaningful to her. Her answer surprised them. She explained that she had grown up in a rough neighborhood in Baltimore. As a teenager, her first job was working for a Jewish couple, Yaakov and Chava Drebin, who owned a kosher bagel store in Baltimore called Goldberg’s New York Bagels. The experience left a lasting impression on her. She recalled that every time she looked at her paycheck, there seemed to be a little more money than expected. Without her asking for a raise, the owners would occasionally increase her pay as a way of showing appreciation for her hard work. More than the money itself, she remembered the respect, kindness, and dignity with which they treated her. Years later, those memories remained vivid. The positive experience not only shaped her view of the Jewish community, but seemed to play a meaningful role in her own personal growth and success. Being trusted, respected, and valued at a young age gave her confidence and motivation as she charted her future. From humble beginnings in Baltimore, she went on to build a successful career in corporate America, later serving as a chief financial officer for a nonprofit organization. Today, she is opening three Rita's locations throughout the Cincinnati area. Now, as the owner of Cincinnati's first Rita's location, she considers it a privilege to ensure that her business is kosher certified and welcoming to Jewish customers. As Rabbi Tropp listened to her story, he was struck by how simple acts of menschlichkeit performed years earlier by a Jewish couple in Baltimore continued to bear fruit decades later. The kindness they had shown a young employee had not been forgotten. Their willingness to recognize her efforts, treat her with dignity, and make her feel valued helped shape the trajectory of a young woman's life and created a lasting Kiddush Hashem that crossed generations and communities. The following was written by Senator Dalya Attar in the Where What When Dear Baltimore Community, I recently saw a phrase being used regarding the upcoming election that stuck with me: "Act now, or don't complain later." The more I thought about it, the more I realized how perfectly it applies to this election. Over the past several months, I have heard a consistent message from our Rabbanim and community leaders: vote. I've heard speeches about it. I've received calls about it. I've listened to Rabbanim emphasize it from the pulpit. In fact, I've even heard some say that just as we are careful to eat kosher, we have an obligation to participate in elections that directly impact our community. The message could not be clearer. But if everyone understands the importance of voting, then why do we keep repeating it? The answer is simple: because too many people still do not vote. And in an election that is expected to be one of the closest our community has seen, that reality matters more than ever. I am not simply running against another candidate with different ideas or priorities. I am facing forces that have become increasingly comfortable expressing antisemitic views openly and unapologetically. We live in a time when antisemitism is no longer whispered in private conversations - it is increasingly said out loud, defended, and even normalized. I still hear people in our community complain about the election of Zohran Mamdani in New York. Yet when you look at the numbers, the outcome was not inevitable. The votes were there. The opportunity was there. Had enough members of the frum community participated, the result could have been different. Instead, many people stayed home, and now the New York frum community must live with the consequences. Complaining after an election is easy. Voting before an election is what matters. Until now, I have conducted my campaign both inside and outside our community with a positive message. I believe in talking about accomplishments, ideas, and service. I believe in bringing people together. I believe in focusing on what we can achieve rather than what divides us. But I would be doing you a disservice if I did not share the reality of what I am seeing. My predecessor, someone with whom I worked professionally for years, told me that I was an effective legislator and that I had served constituents well. Yet she also made clear that she could not support me because I am Jewish. Her exact words to me were: "A Jew shouldn't represent the district." Think about that for a moment. Not because of my record. Not because of my work. Not because of my qualifications. Simply because I am Jewish. That is why I am writing to you today. You can flip through the rest of this publication and read about the work I have done on behalf of our community. You can review the legislation I have passed, the funding I have secured, the projects I have supported, and the countless constituent issues my office has helped resolve. But this article is not about my accomplishments. It is about something bigger. People often ask me whether I enjoy this job. That is actually a difficult question. Representing the community is one of the most rewarding experiences of my life. Being able to help a family navigate a state agency, secure funding for an important project, or solve a problem that seemed impossible to solve is incredibly meaningful. But public service also comes with tremendous sacrifices. The attacks can be relentless. The scrutiny can be exhausting. The impact on my family can be difficult. And despite what many people assume, the position pays significantly less than most realize. It is technically considered a part-time position, even though the work is anything but part-time. People frequently ask me why I would choose this headache. The honest answer is that I wouldn't. I don't wake up every morning hoping for more attacks, more stress, or more controversy. But I believe Hashem guides each of us toward the place where we can best serve our community and fulfill our responsibilities. This is where He has placed me, and I am grateful for the opportunity to serve. I have also been told by respected community leaders that if we lose this election, it could set our community back fifteen years. That is not a statement I take lightly. And that is why I am asking for your help. Not for me. Not for Dalya. For our community. For our future. For every member of your household who will be 18 years old by November 3rd, please make a plan to vote. Between June 11 and June 18, you can vote early at the: Public Safety Training Facility 3500 W. Northern Parkway Or you can vote on Election Day, June 23rd, at your assigned polling location. If you will be out of town, please request a mail-in ballot immediately and vote by mail. Do not assume others will carry the burden for you. Do not assume the outcome is guaranteed. Do not assume your vote will not matter. History repeatedly proves otherwise. The truth is that in many elections, only about 30% of our community participates. Think about that. Seventy percent of eligible voters from our community stay home, and then many wonder why outcomes do not reflect our values or priorities. We can do better. We must do better. Because when elections are decided by a handful of votes, every vote truly matters. So I will leave you with the same message that inspired me to write this letter: Act now, or don't complain later. The following was written in the Where What When My name is Reuven Amos, and I am the only Orthodox Jewish candidate running to represent our community in the Maryland House of Delegates. My primary goal is to achieve meaningful support for private education, similar to what already exists in states and communities such as Florida, Cleveland, and Cincinnati. Families in our community work hard to provide their children with a quality Jewish education while simultaneously paying taxes to support a public school system they do not use. This places a significant financial burden on many families, yet it is an issue that too often goes unaddressed by our elected officials. There are several paths toward educational freedom. One of the most immediate and achievable steps is for Maryland to opt into the federal Education Freedom Tax Credit, as New York recently did. This program utilizes federal incentives and does not place an additional burden on the state budget. I bring experience from service in the Maryland legislature, Congress, and multiple positions within the executive branch. I am a principled and committed advocate who is personally invested in these issues. Education is not just a policy matter for me; it is personal. I have taught history and English at Yeshiva Toras Simcha and understand firsthand the importance of ensuring that families can afford quality education. I have also devoted my life to standing up for those who have no voice. In 2015, during the rise of ISIS, I witnessed the atrocities being committed against religious minorities in Iraq and Syria, including the mass slaughter of the Yazidi people in Sinjar. In response, I joined a Kurdish militia in Syria and fought on the front lines against ISIS. Approximately one-quarter of the friends I served alongside were killed protecting their families and defending freedom. My experiences in Syrian Kurdistan were later covered by the Jerusalem Post. After returning from Syria, I encountered Yiddishkeit in a profound way and eventually attended Ohr Somayach Yeshiva. That experience transformed my life. I am deeply grateful for the yeshivos and Torah institutions in Eretz Yisrael that American Jews help sustain through their charitable support. Unfortunately, that support has come under threat. Legislative proposals have been introduced that would restrict nonprofit organizations from sending funds to certain areas of Israel, including parts of Jerusalem, Judea, and Samaria. One such proposal was supported by Delegate Steinett. Had it passed, numerous religious institutions, including my own yeshiva, could have been blacklisted and cut off from support. My long-term vision is to break the monopoly that government-run schools currently hold over education in many communities. School choice should not be a privilege reserved for the wealthy. Every parent should have the opportunity to choose a safe, high-quality educational environment that reflects their values and meets their children's needs. In the short term, I will focus on securing Maryland's participation in the Education Freedom Tax Credit. This federal program, signed into law by President Trump, allows states to opt in and dramatically expand scholarship opportunities for students attending private schools. The impact would be significant. Donors who contribute to scholarship organizations in participating states can receive a 100% federal tax credit. As a result, many donors currently have a greater incentive to direct their charitable dollars to schools in states like New York rather than schools in Maryland. This means scholarship funding that could benefit Maryland families is instead flowing elsewhere. By opting into this program, Maryland can attract those resources back into our state and dramatically increase the amount of scholarship assistance available to low-income and middle-income families. I am a fighter. This issue is my mission. Message to the admin: Teaching Our Children How To Collect Respectfully The following was sent by a Baltimore Scoop follower As someone who grew up in Baltimore, raising money for our schools was a rite of passage. Many of us have fond memories of walking around the neighborhood collecting "boosters" from family, friends, and neighbors. We stood outside places like 7 Mile Market and other local establishments, politely asking for support. It's something that still goes on today, and it brings back a lot of nostalgia. That said, I've noticed a change over the years that I think deserves attention. When we collected, we stood outside. Today, it's becoming increasingly common for boys to stand directly inside store entrances, stopping people as they try to enter and leave. At times, shoppers are effectively blocked from exiting, creating congestion and frustration for everyone. This past Erev Shabbos, I even saw boys walking through the store itself, stopping shoppers to ask for donations. I generally don't mind seeing young boys collecting for schools and tzedakah organizations. It's part of our community culture. But there has to be a line. Standing outside and asking respectfully is one thing. Approaching shoppers inside a store while they're trying to shop is another. Parents and organizers should have conversations with their children about socially appropriate ways to collect, including where and how to approach people respectfully.
