
City Expands Workplace Free Child Care Pilot for Municipal Employees

New York City officials announced that applications will open April 30 for the city’s first free on-site child care pilot serving municipal employees, marking a broader expansion of an initiative aimed at helping working parents remain in public service.
Mayor Zohran Mamdani and Department of Citywide Administrative Services Commissioner Yume Kitasei said the program will now cover all city employees assigned to the David N. Dinkins Municipal Building at 1 Centre Street, along with all DCAS employees regardless of where they work. The expansion widens access beyond the program’s earlier framework, which had been tied more narrowly to DCAS staff.
The Dinkins building, one of the city’s most prominent government offices, houses more than 2,000 workers from roughly a dozen agencies. By placing child care directly at a major municipal worksite, city leaders are positioning the pilot as both a workforce support measure and a retention tool for employees balancing public-sector careers with family responsibilities.
Officials said the program is intended to reduce one of the biggest pressures facing city workers with young children: finding reliable care close to work without taking on another major household expense. The effort is also part of a wider affordability push by the Mamdani administration, which has emphasized policies designed to make it easier for families to live and work in New York City.
In announcing the application date, Mamdani said city employees should not be forced to choose between careers they value and raising children in the city they call home. The administration framed the pilot as an investment in workers who keep municipal operations running each day, while also testing whether on-site care can become a practical model for broader use across city government.
