Rubio, Witkoff Hold Surprise Miami Talks With Qatari Prime Minister
Secretary of State Marco Rubio and Middle East Envoy Steve Witkoff met with Qatari’s prime minister, Mohammed bin Abdulrahman al-Thani, Saturday in Miami.
The prime minister first met with Vice President J.D. Vance in Washington, D.C., then, instead of returning to Doha as planned, flew to Miami, where he called Saudi Arabia’s foreign minister to discuss the status of the negotiations. He then met with Rubio and Witkoff to discuss the so-called one-page memo that constitutes the U.S. proposal to Iran.
The U.S. proposal calls for a permanent end to the war and the reopening the Strait of Hormuz while postponing talks on Iran’s nuclear program, similar to a previous Iranian proposal.

Although Pakistan has officially been brokering the talks, Qatar has worked behind the scenes to move the process along. The United States sees Qatar as a key player in the negotiations.
Sources said that Arab allies, including Qatar, Pakistan, Egypt, Turkey and Saudi Arabia, are pushing for a memorandum of understanding to end the war.
“The mediators are urging both parties to de-escalate and focus on getting a deal.”
Tehran sent Washington its response Sunday, but the details of that response have not yet been disclosed.
