
Who Should Have 'Senate 41'? Toll Records Raise Questions About State-issued Plate
Baltimore, MD - June 3, 2026 - A FOX45 News investigation has uncovered questions surrounding the use of a Maryland state-issued Senate license plate that appears to still be displayed on a vehicle driven by a former lawmaker months after leaving office.
Records obtained by FOX45 News show unpaid toll violations connected to the "Senate 41" license plate in March and April of this year. The plate is assigned to Maryland's 41st Senate District, currently represented by Sen. Dalya Attar. However, Attar told FOX45 News the vehicle involved in the violations does not belong to her.
The violations stem from three trips through the Baltimore Harbor Tunnel on March 8, March 16, and April 27. According to sources familiar with the matter, the white sedan displaying the "Senate 41" plate belongs to former Sen. Jill Carter.
FOX45 News contacted Carter multiple times seeking comment. An associate of Carter later told FOX45 News they were looking into the matter, but as of publication, has not provided a statement.
