
NJMVC to Launch E-Bike Licensing and Registration Appointments Beginning June 26
The New Jersey Motor Vehicle Commission (NJMVC) announced that it will begin accepting appointments for e-bike licensing and registration on Friday, June 26, following the enactment of a new state law requiring all e-bike riders in New Jersey to be licensed and their e-bikes registered.
The new requirements stem from legislation (P.L.2025, c.285) signed into law in January 2026, which establishes statewide licensing, registration, and safety regulations for e-bike operators.
“We’ve worked hard to update our processes and resources to begin issuing licenses and registrations for e-bike riders in New Jersey,” said Acting NJMVC Chief Administrator Rosalie Johnson. “We strongly encourage e-bike riders to utilize the guidance on the NJMVC’s website to familiarize themselves with new requirements for safe and legal e-bike operation, and to book appointments, as needed, to get their registration and license.”
The NJMVC has launched a dedicated e-bike information page at https://www.nj.gov/mvc/vehicletopics/ebike.htm, where residents can find licensing and registration instructions, forms, frequently asked questions, the New Jersey Driver Manual, and a newly updated E-bike & Moped Manual.
Under New Jersey law, e-bikes include both low-speed electric bicycles and motorized bicycles. Low-speed electric bicycles are pedal-assisted bikes with motors that provide assistance up to 20 mph. Motorized bicycles include bikes with engines under 50 cubic centimeters or electric motors capable of assisting riders up to 28 mph while pedaling or up to 15 mph using a throttle.
The new law requires all e-bike operators to be at least 15 years old and possess either a valid New Jersey driver license or a dedicated e-bike license. All e-bikes must also be registered with the NJMVC. However, insurance coverage is only required for motorized bicycles, while low-speed electric bicycles are exempt from the insurance requirement.
Helmet use is mandatory for all e-bike riders under the new regulations.
Residents who do not already hold a New Jersey driver license can now schedule permit appointments at NJMVC Licensing Centers to begin the e-bike licensing process. Applicants will be required to obtain a permit, pass a knowledge test, complete supervised riding practice, and successfully pass a road test before receiving an e-bike license. Minors under 18 must also provide parental consent if a parent or guardian is not present at the appointment.
In addition, e-bike registration appointments are now available at NJMVC Vehicle Centers, with the entire registration process able to be completed in a single visit. Riders will need to submit a registration application, proof of identity, proof of ownership, and, where applicable, proof of liability insurance for motorized bicycles. Acceptable ownership documents include a Manufacturer’s Certificate of Origin, purchase receipt, notarized bill of sale, or an affidavit from the current owner.
Upon registration, owners will receive two license plate stickers, which must be displayed on both sides of the e-bike’s front fork.
