Composer of famed Eitz Chaim melody niftar: Tanchum Gershon Portnoy z”l, a resident of Five Towns who composed one of the most widely sung niggunim of the Jewish world, “Eitz Chaim Hi,” was niftar. He was 75. • The poignant niggun, composed in 1975, has for over 50 years uplifted Yidden and is widely used when returning the Sefer Torah to the Aron Kodesh. Portnoy was just 22 when he composed the melody and it was first recorded on his 1975 album, Tanchumim, a play on his name. Rabbi Alvin Wainhaus, known in the music world as Avraham Yanon, sang and Yisroel Lamm arranged and conducted it. • He was born in Brooklyn to Rav Eliezer Portnoy, a talmid of the Mirrer Yeshiva in Europe who played a substantial role in the rescue of the yeshiva during the Holocaust. White House Pulls ICE Director Nomination • The White House withdrew Oklahoma state trooper Lance Schroyer’s nomination to lead ICE which has been without a Senate-confirmed director for more than a decade • The nomination stalled after Sen. Rand Paul blocked his hearing while seeking information on a DHS probe into two agents accused of killing two US citizens in Minneapolis in January. • Schroyer had no experience leading a major federal law enforcement agency but was close to DHS Secretary Markwayne Mullin, once leading his security detail.

Hochul rebuffs union demand on tuition aid: Gov. Hochul vowed to fulfill her pledge to allow more than 2.7 million New York public, parochial and private school students to access President Trump’s “freedom scholarships,” rejecting opposition from the powerful teachers union. • The Education Freedom Tax Credit, which goes in effect next year, provides a 100% federal tax credit for donations of up to $1,700 annually to approved scholarship-granting organizations. The nonprofit groups would then offer scholarships, which families from all schools could use to defray tuition costs. The governor of each state decides whether to opt-in the program. • Leaders of the teachers unions and other groups such as the NAACP claimed the program is a back-door scheme to siphon taxpayers dollars from public schools. Teachers union president Mike Mulgrew claimed during a press conference that “it’s a bad thing when we’re going to take taxpayer dollars and give it to folks with no accountability.” He then led a chant, “Public Schools Shout, Hochul Opt-Out!” • But Hochul, who told Agudah officials in the spring that she will opt New York in because it benefits all students, rejected the claims. The tax credit is funded by private donations and is not a voucher program, so no funds are diverted from public schools. Taxpayer-funded vouchers can typically only be used toward tuition at non-public schools whereas the federal tax-credit scholarship can be used by eligible students in public schools.
