State Audit Finds Maryland Improperly Continued Benefits to Lottery Winner and Incarcerated Individuals Baltimore, MD - July 22, 2026 - (FOX45) A state audit found that Maryland improperly continued providing public assistance benefits to a $2 million lottery winner and to incarcerated individuals, while identifying several longstanding management failures that auditors say have remained unaddressed. The Office of Legislative Audits reviewed the Department of Human Services' Family Investment Administration (FIA), which administers nearly $1.9 billion in public assistance programs serving approximately one million Marylanders annually. Among the audit's most notable findings, a recipient who won a $2 million Maryland Lottery prize in July 2023 continued receiving Supplemental Nutrition Assistance Program (SNAP) benefits until February 2026, despite federal regulations requiring households to lose SNAP eligibility shortly after receiving a substantial lottery prize. David Williams, president of the Taxpayers Protection Alliance, criticized the oversight, stating, "This is basic oversight. And right now, the state is failing at that." Water Main Break Damages Section of Old Court Road in Milford Mill Baltimore, MD – July 23, 2026 (WBALTV) A water main break in the Milford Mill area damaged a section of Old Court Road on Thursday afternoon, according to SKY 11. Rabbi Zvi Teichman on Vaeschanan - Love Forever Each evening before we recite the Shema, we say the blessing of Ahavas Olam expressing gratitude for G-d's eternal love. Towards the end of the blessing we add a prayer, ואהבתך אל תסיר ממנו לעולמים — May You not remove Your love from us forever. This sentiment seems to contradict our earlier assertion of G-d's eternal love. If indeed it is eternal, it must be unconditional. So, what meaning can there be to requesting He should never rescind it, it's guaranteed? Perhaps the second sentiment is not referring to G-d's love, but rather a plea that אהבתך — the reciprocal love we possess for You — G-d, shall never be removed. Although we attest that Almighty's declared eternal love for His people is ironclad, we mortals can never be sure that our resolve will not wane. But then the question begs, since we are free-willed beings and expected to assert that will freely, how can we ask G-d to intervene in that G-d given right — to never remove that love from our heart? That would conflict with the whole value of proving our allegiance on our own volition. Evidently being that we are human and vulnerable to weaknesses and influences we are simply asking G-d to never challenge us beyond our limits. Although a tenet of our faith is that G-d never presents us with obstacles we cannot overcome, however, if we declare our loving affection to our Father in Heaven to remove even lesser challenges that we may possibly falter in — out of concern we will may lose our feelings of love — He will accede to our request. Following Postville Fire, OU Working To Minimize Impact On Kosher Tzibbur New York, NY - July 29, 2026: Statement from Rabbi Moshe Elefant, CEO of OU Kosher, regarding the situation: “As you may have heard, this week the OU Kosher-certified AgriStar facility in Postville, Iowa suffered a devastating fire. The damaged plant is responsible for a significant portion of kosher beef and chicken schechted and sold in the US. The loss is significant enough that we want to alert the tzibbur that they will likely feel the impact in the coming weeks, including reduced supermarket availability. We are working actively with AgriStar and other OU Kosher-certified shechita plants to ramp up production and minimize the impact on our community. We have also provided clear guidance to our mashgichim in the field on exercising extra zahirus at this time. Unfortunately, when supply is limited, it creates opportunity for unscrupulous individuals looking to profit at the expense of the ehrliche, kosher-observant public. The Background As an accountant I would often see clients trading in cars for rather small amounts of money. I would lament that I was sure that an Orthodox family would have gladly paid the same amount for that car. However, I realized that a person getting rid of a car has no way to know who in Baltimore might want that car. Therefore, I came up with the idea of a car Gemach. The Details 1. If someone is getting rid of a car then the goal would be to find an Orthodox family that wants it. 2. Often the seller has a trade-in offer from a dealer and that becomes the purchase price. 3. In other cases the seller has come up with the price on their own. 4. If you need a car, or are going to be getting rid of a car, email [email protected]. For those who are selling a car, it is a good idea to email as early as possible. Even if you are not getting rid of the car for several weeks, it would still be very helpful to know that a car is coming down the pipeline. 5. That email is monitored and lists are maintained in order to facilitate making matches. 6. Critical to this plan is that when a person buys a car from another Orthodox person it has an extra value in that you know where the car has been and receive some repair history. Hence you are buying a car at wholesale price ("the trade-in value") and receiving a car that is worth a premium. 7. To reiterate, even though it is called a Gemach you are not giving away your car for free. Rather you are selling it for a reasonable price. To summarize, this Gemach can save people many 1000s of dollars and the seller is not losing anything. It is a great but easy mitzvah. Parshas Eikev / Baltimore Zmanim / Eruvs Are UP

Rabbi Zvi Teichman on Parshas Eikev - The Window of Our Soul Twice daily we recite within the second paragraph of the Shema the verse where G-d commands us לעבדו — to serve Him, בכל לבבכם — with all your heart. Rashi explains that this 'service of the heart' is תפילה — prayer. This verb לעבוד — to 'serve' G-d seems to be uniquely applied to fulfilling the obligation to pray, but not generally used in describing our duty regarding other commands. There is one other area where we use this verb definitively. The service in the Temple with all its associated activities in bringing offerings are termed עבודה — service. The word עבודה usually conjures up an image of hard work, as indicated in the noun used to describe an עבד — as a slave or servant. Perhaps in context of the עבודת הקרבנות — the service of offerings, which involves much physically taxing activity we can understand its implication, but in relation to prayer is it truly so difficult? Rashi, quoting from Sifrei, goes into great deal to discover a source for this notion that serving G-d with all our heart indeed refers to prayer. Hachnassas Sefer Torah Celebrated by the Iny Family BALTIMORE – Family, friends, and members of the Baltimore community gathered Sunday afternoon to celebrate a joyous Hachnassas Sefer Torah hosted by the Iny family. The new Sefer Torah was dedicated l’iluy nishmas Mr. Joe Iny a”h and Mr. David Iny a”h, honoring their memory through the writing and completion of a Torah that will continue to inspire generations. The celebration began with the completion of the final letters at the family’s home on Olympia Avenue, followed by a festive procession to Congregation Beit Yaakov, where the Sefer Torah was welcomed with singing, dancing, and heartfelt hakafos. Baltimore, MD - August 6, 2026: It was an exciting experience for me to travel to Annapolis this past Monday (August 3) and take part in a rally outside the Maryland State House. Over the past few months, the Developmental Disabilities Administration (DDA) of Maryland has announced major funding cuts and policy changes that will severely impact our special needs community. This rally, targeting the Maryland General Assembly during their special legislative session, was part of a larger attempt to let our lawmakers know just how much these cuts and procedure changes will adversely affect those who rely on the DDA funding. Menucha has been receiving significant funding from the DDA in the past, and that funding is now in jeopardy.
