Gov. Ron DeSantis signed a measure into law Monday that gives him along with other Florida leaders the ability to label groups as domestic or foreign terrorist organizations and expel state university students who support them. The law, criticized by free speech advocates, allows a top official at the Florida Department of Law Enforcement to designate a group as a domestic or foreign terrorist organization, with the governor and three other members of the Florida Cabinet approving or rejecting the designation. Besides the governor, the Cabinet is made up of the state attorney general, the chief financial officer and the agriculture commissioner, all of whom are elected separately. Once designated a terrorist organization, a group can be dissolved and it can no longer receive any state funding through school districts or state agencies. Universities also would have to report the status of expelled students attending on visas to U.S. Immigration and Customs Enforcement.

Astor Cos. pivoted its strategy with the under-construction Havana Enclave in Miami, opting to go with condos instead of apartments for the Little Havana project. Miami-based developer, led by CEO Henry Torres, recently launched sales for 179 condos in Havana Enclave, which will be located on the 1.17-acre site at 315 N.W. 27th Ave. The developer broke ground on the eight-story Havana Enclave in 2025 before obtaining a $36 million construction loan, although it was envisioned as apartments at the time. “When we purchased the Havana Enclave site, the market for attainable apartments was the most pressing need in Miami,” said Henry Torres, CEO of The Astor Companies. “But the landscape has shifted, and there is a now glaring shortage of reasonably priced new condominiums in this city. Pivoting to for-sale product is the right move for this community and for Miami.” Units in Havana Enclave will range from 451-square-foot studios to 958 square feet with two bedrooms. Prices range from the mid $300,000s to the low $700,000s. The buyers will be required to make 10% deposits at reservation and another 20% when they go under contract.

Miguel Cabrera, a decorated baseball player for the Detroit Tigers and Florida Marlins who won the World Series and two AL MVP awards, paid $8.75 million for a new mansion in Southwest Ranches. Wilton Manors-based 6591 Ranches LLC, managed by Kyle Sorel of Titn Development, sold the 7,001-square-foot home at 12701 Luray Road to Cabrera. Native Realty’s Whitney Dutton and Sorel were the listing agents, while Joseph Botbol Wahnon of Botbol Realty Group worked with the buyer. Sorel was also the developer. “Southwest Ranches is unlike anywhere else in Broward County,” Dutton said. “Buyers at this level are looking for something they simply cannot find in a traditional luxury market - wide open land, true privacy, no HOA restrictions, and a brand-new home that reflects their taste entirely. When you combine all of that with proximity to Fort Lauderdale and Miami, it becomes an incredibly compelling proposition.” Situated on a 2.07-acre site, the home features five bedrooms, 6.5 bathrooms, a pool with a swim-up bar, a summer kitchen, a basketball and pickleball court, and a raised spa. A native of Venezuela, Cabrera was signed by the Florida Marlins (now the Miami Marlins) as an amateur free agent in 1999. He made his MLB debut in 2003 and helped the Marlins win the World Series that year. Cabrera was traded to the Detroit Tigers in 2008. He went on the win the American League MVP award twice, the AL batting title four times, led the AL in home runs twice, and led the AL in RBIs twice. Cabrera is a 12-time All-Star. He retired in 2023.

An Aventura development site owned by Related Group and BH Group could get a new site plan adding a hotel to the condo, and a third developer would be brought in. The City Commission and its Local Planning Agency will consider the land development regulation to allow hotels in the” town center district” on April 7. The application was filed by Aventura 2999 LLC, a partnership between Miami-based Related Group and BH Group, which has its headquarters in the 121,265-square-foot office building on this site. The property at 2999 N.E. 191st St. spans four acres just south of the Aventura Mall. The developers acquired the property for $51 million in 2022. A year later, the city approved a development plan with 295 condos in 26 stories, including 20 units of “hero housing” for local city employees, first responders and teachers. In early 2025, Related Group and BH Group launched sales for the Viceroy Residences Aventura on that site. According to the new application by attorney Brian S. Adler, Aventura 2999 LLC would be acquired by Aventura-based Apollo Cos. Due to “evolving market conditions,” the buyer seeks to change the site plan to a 23-story multifamily building with 248 units (including 10 units of hero housing) and 10,175 square feet of retail, a 13-story hotel with 153 rooms and 15,029 square feet of retail, and an 881-space parking garage. The hotel would be branded by Marriott for extended stay.

Miami International Airport’s efforts to expand long-haul international service are taking shape unevenly, with routes to Asia and the Middle East emerging as the most viable in the coming years while others remain less certain. County commissioners are set to meet April 13 to discuss the feasibility of new passenger and cargo service between MIA and Tokyo; Singapore; Riyadh, Saudi Arabia; and Asunción, Paraguay. The analysis, prepared by the Miami-Dade Aviation Department and dated Feb. 23, follows a directive approved by the Miami-Dade Board of County Commissioners in October 2025. It found that limited availability of long-haul aircraft remains the primary constraint across multiple markets, with “meaningful fleet relief expected in two to three years.” Among the four destinations, Tokyo presents the clearest path forward. The airport has been in discussions with Japan Airlines for years, and the carrier has recently added aircraft capable of operating nonstop service between Japan and Miami. Additional deliveries over the next two to three years are expected to further improve feasibility, while cargo service could develop longer term through Nippon Cargo Airlines. County officials have also worked to demonstrate demand and operational readiness, including coordinating charter flights tied to the World Baseball Classic, which took place in March, to showcase the airport’s ability to handle long-haul service from Japan.

El-Ad National Properties is seeking approval for a redesigned condominium tower along the water in North Bay Village. The developer, through affiliate El-Ad NBV LLC, filed plans for the 1-acre site at 7913 West Drive, which it purchased for $20 million. It redesigned plans that were approved by the previous owner. The condo would still have 94 units. However, the height would be increased from 22 stories (240 feet) to 26 stories (298 feet). There would be more square footage because the condos would have larger floor plans, and 30 parking spaces would be added, for a total of 201 spaces. A landscaping nursery site in Davie could be redeveloped into townhouses. Bev Corp., part of DynaServ Florida, filed plans to rezone the 18.6-acre property at 1000 S. Flamingo Road. It would partner with MHV Development to build 92 townhouses, plus a 5,000-square-foot clubhouse, a pool and 291 parking spaces.

A long-delayed hotel project in Miami Beach has quietly opened its doors, adding a new lifestyle offering in the heart of the city’s cultural corridor. The 149-room Unframed, Autograph Collection hotel opened April 1 at 1685 Washington Ave., joining Marriott International’s broader portfolio of independent hotels. It marks one of the first premium hotel openings on the street in roughly a decade. Developed by Sobe Center LLC, a Bay Harbor Islands-based entity managed by hotel developers Ronald Finvarb and Richard Finvarb, the project has been years in the making. Citibank sold the property in 2017 for $19.2 million, and the hotel was initially planned as a Thompson Hotel affiliated with Hyatt before being rebranded into a Marriott property within Finvarb Group’s platform. Unframed features 149 guest rooms and suites, most with private balconies or outdoor terraces, along with a rooftop pool deck and an open-air atrium courtyard. The property also includes meeting and event space designed to accommodate gatherings of up to 100 people.

Dream Motor Group paid a combined $50 million for the real estate of two auto dealerships in Doral, according to county records. Nashville-based Dream Motor Group announced on April 2 that it acquired the Nissan and Mitsubishi dealerships in Doral from family-owned Bill Seidle’s Automotive Group. The price wasn’t announced at the time, but two deeds were recently filed in county records. Miami International 10500 LLC, managed by Michael A. Seidle in Weston, sold the 47,552-square-foot Nissan dealership at 10500 N.W. 12th St. for $27 million to JJA Properties FL LLC, part of Dream Motor Group. The dealership was built on the 3.9-acre site in 1996 and this is the first time it has sold. At the same time, Miami International 10688 LLC, also led by Seidle, sold the 46,747-square-foot Mitsubishi dealership at 10688 N.W. 12th St. for $23 million to the same buyer. Built on the 3.85-acre site in 1993, the dealership last traded for $16 million in 2021. The deeds reflect the value of the real estate, but dealership acquisition may include additional consideration for the assets of the business. Dream Motor Group also owns Mercedes-Benz of Cutler Bay and Mercedes-Benz of Coral Gables. The dealership is owned by Joe Agresti, former Mercedes-Benz USA CEO Steve Cannon and former college football coach Nick Saban.

MIAMI-DADE COUNTY — Seventy-three members of Recruit Class 159 have officially joined the ranks of the county’s fire department as probationary firefighters following their graduation last week, officials said. The new firefighters began their assignments Monday at fire stations across Miami-Dade County, where they will support emergency response operations and community safety efforts. BANK ROBBERY | Law enforcement is on the ground in Jensen Beach Saturday morning as deputies track a suspect who robbed a Chase Bank. Deputies with the Martin County Sheriff's Office and detectives swarmed the scene shortlv after 9:00 a.m. following reports of a robbery at the branch. According to investigators, the suspect entered the bank and demanded cash from emplovees. It specializes in treating, recycling and disposing of industrial and oilfield waste to minimize environmental impact for industrial customers. Secure CEO Allen Gransch and the company's 2,000 employees will join GFL when the purchase closes. "The transaction will combine Secure's hard to replicate infrastructure network with GFL's broader platform, strengthening GFL's ability to capture more waste streams across the value chain," Gransch said.

An oceanfront mansion in Manalapan was sold for $35.08 million to a company that owns the neighboring lot. Rebecca Arcaini and husband Antonio G.B. Arcaini sold the 15,862-square-foot home at 1280 S. Ocean Blvd. to Pitchoune Life LLC, managed by Dennis Zaslavsky in Deerfield, Illinois. Zaslavsky is the senior managing director of Clearstead Advisors, a wealth office for multiple families, and a registered investment advisor. Gary Pohrer of Serhant represented the buyer in the deal, while Marine Rollins of Miami Global Realty worked with the seller. The price equated to $2,212 per square foot. The home was built on the 1.33-acre site spanning the ocean to the Intracoastal Waterway in 2007. This is the first time it has sold. It features nine bedrooms, 13 bathrooms, four half-bathrooms, a bar, an elevator, wine cellar, a fitness room, a theater room, a pool, a sauna, a summer kitchen, a balcony, and a dock. In January, Pitchoune Life LLC paid $27.49 million for the 1.34-acre vacant lot at 1300 S. Ocean Blvd., right next to this mansion. That means the company now owns 2.67 acres. As for the seller, the Arcaini family sold the home at 1260 S. Ocean Blvd. in 2021 for $15.45 million.

Evolve Cos. will soon break ground on an apartment complex near Miami’s Wynwood neighborhood after obtaining a $48.5 million construction loan. Genesis Capital provided the mortgage to Wilmington, North Carolina-based Evolve Cos., through an affiliate, for the 40,500-square-foot site at 535-585 N.W. 35th St. Northmarq’s Chris Hammel arranged the loan. “Northmarq was pleased to provide the Evolve team construction financing for Evolve Wynwood 35,” Hammel said. “This will be an exciting 141-unit project with tremendous visibility from I-95 and I-195. We appreciate the opportunity and relationship with the developer.” The eight-story Wynwood 35 will feature 141 apartments, ranging from studios to two bedrooms. Amenities will include a pool deck, outdoor kitchens, coworking space, a gym with a yoga studio, and a dog park. Hammel said Evolve Wynwood 35 should be completed in 2028. Miami-based Kobi Karp Architecture designed the project. The developer assembled the property just north of Wynwood, in Wynwood Norte, for $9.8 million in 2022. It filed development plans in early 2025. There’s been more multifamily development in Wynwood and Wynwood Norte in recent years as people seek to live near popular entertainment venues and restaurants.
